Utility Cost Inputs Summary 2023-2024
This data comes from the EIA API: this annual average data was released on 5/30/2025. HERS Ratings starting after this date should use these most recent year state-wide average prices.
These are the updated values for 2024 Annual Average Residential Rates for Natural Gas and Electric for each state. This is the average total cost per therm or kWH to the consumer. Unlike the charts that we have previously offered, this doesn't break out a fixed monthly fee. However this state average price is what RESNET says that we should be using for all Ratings.
"7.1.2.1.1. Energy Prices. Energy costs for all homes shall be calculated using statewide, Revenue-Based Price rate data published annually by the U.S. Department of Energy (DOE), Energy Information Administration (EIA).89" - ANSI 301-2022.
CT, OH and RI did not have 2024 prices for Natural Gas yet. We will keep 2023 prices available to be able to revisit Ratings done for homes in previous year and for current ratings in these states without prices updated to the latest year.
